Gowran

This is probably a hydrant. It has a thick body topped by a bulbous head, the upper portion of which is fluted. The finial is a ball on a pedestal. There is a very short handle which has very restricted movement. It would not be capable of any pumping action. There is a makerís name but it is not possible to read it because the hydrant is placed too close to the wall. The only bit that I can make out is Ďand Soní.
