At first glance this appears to be a two-wheeled pump of unusual design. Closer inspection shows that it is a modified Glenfield & Kennedy hydrant. A pair of flat-rimmed eight-spoked wheels have been attached and the normal plain 'snout' of G&K has been replaced by a plain right-angled pump spout with a bucket-hook.
Beside the 'pump' are two benches with suitable wheel decoration. An interesting piece of street furniture.
